How we calculate scores, where the data comes from, and how to check our work.

How elected officials are scored

The campaign selected three healthcare-affordability votes. One point is awarded for opposing the 2025 budget reconciliation framework, one for opposing final passage of H.R. 1, and one for supporting continued enhanced ACA premium assistance.

  • 3/3 = A
  • 2/3 = B
  • 1/3 = D
  • 0/3 = F

These are campaign ratings based on the votes identified here. They are not ratings issued by Congress, a government agency or an independent ratings organization. Vote labels on the scorecards describe the policy consequence (Supported / Opposed); the recorded YES or NO vote is shown in each vote's details.

What each vote means

H.R. 1

H.R. 1 — One Big Beautiful Bill Act

The 2025 reconciliation law included major changes to Medicaid financing and eligibility, including new work/community-engagement requirements and other eligibility and funding provisions.

No = 1 point · Yes = 0 points

  • House final vote: July 3, 2025 — Roll Call 190
  • Senate final passage: July 1, 2025 — Senate Roll Call 372

H.R. 1834 / S. 3385

ACA premium assistance

Measures to restore and extend enhanced Affordable Care Act premium tax credits after their expiration. Because the House and Senate considered different measures, this category is described as ACA premium assistance rather than a single identical bill.

Yes = 1 point · No = 0 points

  • House: H.R. 1834, Breaking the Gridlock Act — January 8, 2026, Roll Call 11
  • Senate: S. 3385 — December 11, 2025, Senate Roll Call 644

About the data

Scorecard information is compiled from public records, including official congressional roll-call votes, SEC filings, IRS Form 990 filings, government records and healthcare organizations' published financial reports.

Financial figures may reflect different reporting periods and accounting methods. Each figure is labeled with its reporting year.

Executive compensation reflects compensation reported in the cited SEC filing or IRS Form 990 and may include salary, incentive compensation, equity awards and other compensation.

Insurance claim-denial statistics are displayed only when the underlying source clearly identifies the insurer, population and type of denial measured. Narrow prior-authorization statistics are not presented as company-wide claim-denial rates.

Elected-official grades are campaign ratings based solely on the votes identified in this scorecard and should not be interpreted as government or independent ratings.
